Enhanced Button Styling Configurations and Accessibility

Problem/Motivation

Existing fields available for CSS styling of the Back to Top button limit the ability to align styles with existing site themes; the lack of available CSS configurations also impacts the ability to create buttons that conform to accessibility standards and best practices: such as when "font color" does not provide sufficient contrast with the "hover color".

Proposed resolution

Propose adding configurable fields allowing the following CSS styling options:

  1. Border width: allows configuring button border width
  2. Hover border color: allows configuring a different color for border on hover
  3. Hover text color: allows configuring a different color for text on hover

Patch to be provided.

User interface changes

Add 3 fields to /admin/config/user-interface/back_to_top under the "Text/Css button settings" heading.
