Always show active facet items

Problem/Motivation

When an item is selected, it should always be visible, even if there are no results for it.
The count should be 0 in that case.

This is especially important for views_exposed_filters, as the widgets and url are not controlled by facets anymore. So all active values should be part of the #options in the widget, even if there are no results for them.
