Toolbar item appears 'broken' to those without administration permissions

Problem/Motivation

Some users see the siteimprove toolbar button but it does nothing for them when clicked.

Steps to reproduce

  1. Have a fresh drupal site with this module installed
  2. Log in as a user with 'use siteimprove' AND NOT 'administer siteimprove' permissions
  3. Click on the Siteimprove button in the admin menu at the top of the page
  4. Observe that nothing happens (or an empty drawer on some themes)

Proposed resolution

Change the access level for the toolbar button to 'administer siteimprove'.
