[UI][RTL] Access permissions popover issue

Problem/Motivation

The Access Permissions popover does not have the correct styles on the RTL mode.

Steps to reproduce

Enable the Arabic language.
Go to the group page.
Click on the `Access permissions` button link on the hero banner.
Check the content in the popover.

Proposed resolution

Improve RTL styles for the Access Permissions popover.
