Show row weights should appear above the table for accessibility

Problem/Motivation

On the VA.org CMS project, we prioritize accessibility for our more than 1,100 editors. We have been using Entity Browser on a number of content types, but we have recently noticed that the table doesn't have a "Show Row Weights" option above it.

It's there in the Inline Entity Form, but that form does not always meet our requirements for other reasons.
