Provide the ability to freeze the first row or column

Problem/Motivation

It would be useful for long tables to have the possibility of freezing the first row header or maybe the first column header, or both.

This is a feature that will need to be added to the Tableau plugin as well probably and this module should handle the UI changes on the CKEditor control, adding a button or two for freezing columns or rows.
