Render menus as a list of CTAs

This looks quite opinionated. We might want to change these based on something like the menu name including cta in its machine name?
For now we will apply this to every menu, but is quite plausible we want to revisit this.

Styles are applied properly and conditional logic for Gin theme is working as well.

We can reuse the existing PR for the default/gin theming switching.

But the styling is gonna change, and we'd like it to look like /admin/config
For the defaults we probably want to use the claro styling for that same page.
