Allow configuration of global text that can be assigned to BibCite reference fields

Problem/Motivation

Not everything that should appear in a reference citation showing how to cite content (the "Cite as" reference reference field) already appears as a field on the content type being referenced.

Proposed resolution

Sitebuilders need a way to enter text that, if not necessarily sitewide, will frequently be shared among different citation formats when sharing citations from the site (publisher, platform, journal name).

This text needs to be able to be mapped to fields of a reference type.

Could be an 'enter text here' option but given the likelihood that this will be shared and not per-content type or even per reference type,

Should be able to set the Site Name and Site E-mail as a couple of these options, but they won't cover it alone.
