Allow configurate allowed entity types

Problem/Motivation

Atm all allowed entity types that can use SEO Url are hardcoded in SeoUrlManager::ALLOWED_ENTITY_TYPES.
This list can be extended by SetAllowedEntityTypesEvent.
The goal is to move it from the code to the entity settings.

Proposed resolution

Add a new setting to the entity structure page - /admin/structure/seo_url
Allows the selection of only content entity types - ContentEntityInterface.
If it's not hard, add a way to select an entity bundle.
