I needed this module for a Backdrop site, so I'm working on porting it. If any of the current maintainers want to be involved please let me know. I'd be happy to add you to the backdrop project if there is interest. The 7.x fork is in progress at https://github.com/backdrop-contrib/comment_fragment.
