Builds are failing on PHP 8.4

Problem/Motivation

The Gitlab CI templates have been updated the CORE_PHP_NEXT value to PHP 8.4 (ref. ✨ Run on PHP 8.4 when OPT_IN_TEST_MAX_PHP=1 Active ) but this is causing the builds to fail because composer cannot resolve a set of dependencies that support PHP 8.4 for Drupal 10.x. We should switch to CORE_PHP_MAX.
