Allow "Agent Swarms" to handoff to other agents for entity reference

Agents handing off to other "Agent Swarms" - In all cases of the entity reference field, you need it to be able to speak to the Agent responsible for the entity type its referencing.

For taxonomy, it will need to be able to know the vocabularies and maybe terms to suggest one that exists or create one.
