Add displacement offset values to root HTML element

Drupal 10 adds the offset values generated by Drupal.displace() to the root HTML element as CSS Variables. #3256768: Drupal.displace() should set CSS Variables indicating displacement values →

This feature should be backported in order to provide the same functionality.
