Access through the administration menu

Problem/Motivation

There is currently no menu item in the administration from which we can access the migration configuration (/admin/migrate-wizard/list-databases).

Proposed resolution

Create a route in the administration menu. As a suggestion, it would be fine as a child of the Configuration > Development item.
