Remote video media when using vimeo oembed results in a 404

Using vimeo as an oembed source, and then rendering the media node using the static generator, results in a 404 produced within the iframe.

Create a media entity with a video field that uses oEmbed content format for its display
Add a link to a vimeo video: https://vimeo.com/226053498
Generate that entity using the static generator

The iframe will render with the vimeo video on the Drupal side and a 404 on the static side.

Update the code to generate vimeo iframes when using an oEmbed provider.
