captcha.settings violates config schema validation because it does not include a langcode

Problem/Motivation

So you can't enable CAPTCHA via the recipe system because the recipe system uses config validation, and config validation now requires that any config which contains translatable values have a langcode key set.

Proposed resolution

Add the langcode key to captcha.settings.yml.
