Preflight checks happen even when turned off

Problem/Motivation

When visiting the settings form, preflights are checked even when the module is not turned on. You can see this especially when entering an invalid endpoint (which we have on default install).

Steps to reproduce

• Install the module fresh
• Visit the settings page

Proposed resolution

• Only check the preflight specifics if the module is turned on.

Remaining tasks

• Implement enabled check on preflights
