Keyboard navigation for Layout Paragraphs components is broken

Some of the custom styles and behavior in Mercury Editor specifically for Layout Paragraphs is breaking keyboard navigation for LP components. Specific issues include:

* The tool tip that reads "Drag or click..." is mostly cut off by the layout paragraphs controls container.
* Clicking the drag handle reloads the page.
* Layout controls should be hidden once in keyboard navigation mode, but they are still visible.
