Move docs to official D.o documentation page/s

Currently the documentation on how to setup and use Storybook is contained in the project description (the module page). This should probably be moved to pages in the official Drupal.org documentation section → .

Proposed resolution

• Create the new documentation pages, and copy info from module page →
• Remove documentation from module page, only leaving info that helps a developer decide if they should use Storybook
