Re-add Drupal 9 and Drupal 10 testing

GitLab CI now tests Drupal 11 by default and the previous major has become Drupal 10.

On https://project.pages.drupalcode.org/gitlab_templates/info/variants/#cre... there is an example of how to enable Drupal 9 testing again. Let's figure out how to use that example. And enable Drupal 10 testing too.
