[PP-1] Allow users with translation permissionsto handle jsonapi translations

Problem/Motivation

In 📌 Add JSON:API Translation experimental module Needs work we added translation routes, which is great! But right now the user needs entity.update permissions. It would be great if it would also allow users with tranlation permissions to handle translations.
