Image with '#' character in name doesn't get exported correctly

Problem/Motivation

When running static export, a file called "sites/default/files/styles/large_teaser_380x240/public/2022-02/ETERNAL SPRING - Still #4 (copyright Lofty Sky Pictures)_0.png" causes the creation of 'tome/html/sites/default/files/styles/large_teaser_380x240/public/2022-02/ETERNAL SPRING - Still /index.html'
