Go back in a multistep form not working

Problem/Motivation

When you have a multistep form with ajax enabled, if you try to go back to the previous page by clicking the previous button the submit behavior is executed instead of going to the previous page.

Steps to reproduce

- Create a webform multistep form
- Add at least two page and place the payment element in the last page
- Try to go back to the previous page.
