Tidy up comments on module file

The @file comment for the .module file says "Primary module hooks for Comment Mover module", which does not reflect the actual purpose of the file.

The comment for comment_mover_preprocess_node() says "Implements hook_preprocess_HOOK()". It should describe what entity it is implemented for.

Update the comments to properly describe their purpose.

I have updated the comments in the .module file.

This lead to also updating the .gitlab-ci.yml file, and fixing CSpell and PHPCS issues.

Tests are now running again, and all checks and tests are passing.
