Add a new Olivero subtheme component

Problem/Motivation

It has been decided to ship a new subtheme of Olivero with Drupal CMS, to ensure our content types look awesome.

Let's set up that component, called drupal_cms_olivero (this was agreed upon in a Slack thread) as a subdirectory in our monorepo with a bare-bones composer.json.
