Create token based authentication system

The xmlrpc endpoint in the l10n_server have been disabled due to security vulnerabilities. Due to this, a new REST/JSONAPI endpoint will be added.

For this endpoint it has been decided that there will be a Token authentication mechanism between l10n_client_contributor and l10n_remote modules.

This task is to implement the token generation and authentication in the l10n_server side.
