The new Drupal core Navigation module is a fantastic replacement for the Admin Toolbar, but one feature of that module that's missing is the Extra Tools submodule. This module adds that functionality to the Navigation menu.
Create a new module to provide the Extra Tools functionality.
Check in code.
New Tools menu on Navigation menu.
