The link to the project documentation is wrong. It should be https://docs.drupalcommerce.org/v2/user-guide/ or https://docs.drupalcommerce.org/commerce2/user-guide should be redirected.

If a bug, provide steps to reproduce it from a clean install.

Install the commerce module, browse to /admin/commerce, click on the project documentation link.
