Create base class for functional tests

Problem/Motivation

In ✨ Link to the cart in the email could be non-session dependent Needs review a base class for functional tests is introduced, called CacBrowserTestBase, but now the code is failing tests. So because of that and to make the amount of the changes in the other issue smaller, let's create the base class here.
