Update testing for D11 as current

Problem/Motivation

GitLablCI templates have been updated such that D11 is "current", D10 previous, D12 next. Since D12 isn't in dev release yet, these are not yet run.

📌 Update templates so 11.0 is the default/current branch RTBC

Steps to reproduce

See failing pipelines.

Proposed resolution

Update the OPT_IN_* variables to suit new situation in 2.0.x and 2.1.x branches.

Do not opt into NEXT_MAJOR until D12 is available and any incompatibilities issues addressed.
