Show labels for regions in layout builder, at least if no summary/title has been set

Problem/Motivation

It is hard to know where one column ends and the next begins without labels.

Proposed resolution

No idea why core layout builder would not be doing this automatically, every region is named like "Column Two Region C".

Remaining tasks

Figure out how core is supposed to work or do some other horrifying hack.
