Prevent tab disabling for Mercury Editor ui elements

Mercury Editor sets the tabindex on all clickable elements in the preview pane except Layout Paragraphs UI controls to -1. We need a way to prevent tab disabling for ME UI elements to ensure the interface works correctly for screen readers and is accessible.

Prevent setting tabindex to -1 on elements with class "mercury-editor-ui".
