It's a feature, not a but that this is a library (so no type declaration needed). Added a sentence on the module page.
I was surprised to find this module in vendor/drupal/rat, I asked about it in Slack out of curiosity and it was suggested I make a ticket to change the type in composer.json to drupal-library. I don't know if it was done on purpose that way or if there's a rationale behind it, but thought I'd just raise the ticket.
