Turn on strict config schema checking

Setting strictConfigSchema to TRUE didn't break anything (test failures are pre-existing failures). So lets move on to making the config schema changes.

OK let's see if I can get the test for the hook_update_N() to work.

Sigh. The update test is trying to test that sites using views_aggregator which have the old, wrong schema can be properly update to the new, good schema.

But the test is failing because the old, wrong schema is "wrong". Duh.
