No, I can't merge this patch, it changes the module design. I think this can be checked with a limited user or a paging user.

@lazzyvn As you wish, but this is a form for testing. I don't believe that someone uses it regularly and for many users. So, I don't understand how it changes the module design.
The form still works as expected, we can still send the message to everyone or selected users (separated by a comma). This is more than enough for testing. - 🇫🇷France lazzyvn paris
@hitchshock NO. This form is for small business (actually it is used by my client 10k users). If you want to test with more than 300k users you can use views with user and VBO. You will see action "Send push notification" after that you will have form to send message, title, url, ...
