Photos are downloading to the root folder instead of public folder

Using Drupal core 10.3.5 and instagram_lite 2.0.x-dev@dev. The Instagram photos are downloading into the Drupal /web folder. They should be download to the public files folder. My server will not display images that are in the /web folder
