[PP-1] Is there a better way for Package Manager to discover project names, rather than parsing info files?

Problem/Motivation

Package Manager has a mechanism to discover the Drupal project name of an installed package -- it looks in the info file, which will have a project key if it was packaged by drupal.org. This works but may be a little fragile in some situations; if there is a better way (and there is a real need to parse the project name, mainly in order to support the UIs), let's talk about it here.
