Document Tugboat Configuration for CORS support

Problem/Motivation

When using Tugboatqa.com for PR previews, Storybook can often run into CORS issues with accessing static assets like CSS and JS from the Tugboat preview. It has not yet been documented how to configure Tugboat to avoid the CORS errors.

Proposed resolution

Document a Tugboat configuration to resolve the CORS errors.
