Updating to 4.5.5 from 4.5.4 for premium stops the cookie pop-up from showing for visitors

Problem/Motivation

We update from 4.5.4 to 4.5.5 and the cookie policy pop-up stops showing up in an incognito window. What information would you need to help debug this?
