[Small Y Template] Tabs

Switch page views by selecting tabs across the top of the page instead of having to navigate to a new page.

Constraint:
Should include limits for suggested # of tabs to display in a single section (i.e. ~4 tab items in a single section)

Implementation Guidance

Create a submodule for Tabs (small_y_tabs). Module should have dependency to the Tabs for Layout Builder module.
Register new library for styling in new module.
Using approach, we’ve done, attach our new library with small y styles to the block for the small y colorways.
Style block according to the template.
