Display messages with ajax response

Problem/Motivation

Certain messages may occure when processing an ajax request, e.g. when submitting an issue through the toolbar link and the modal dialog. They will only be displayed to the user after the next page request.

Proposed resolution

Add the messages to the ajax response.
