Field widget single element missing library

Problem/Motivation

When javascript aggregation is enabled, if you only have maxlength enabled on an individual text field. The library is not added or removed by javascript aggregation.

Steps to reproduce

Create a text field without any other fields enabled with max length, add a max length, enable javascript aggregation.

Proposed resolution

Add $element['#attached']['library'][] = 'maxlength/maxlength' to max ength_field_widget_single_element_form_alter
