Provide events for 4xx and 5xx errors

Problem/Motivation

4xx and 5xx errors have a special global method to subscribe to them in \Drupal\Core\EventSubscriber\HttpExceptionSubscriberBase::onException, ECA needs to be able to subscribe to them so that special handling of such scenarios will be possible

Proposed resolution

Implement them alongside the KernelEvents in the eca_misc module.
