I believe you should check the compser.json file that require the drupal core 10.0 version
Problem 1
- Root composer.json requires drupal/weather_forecast ^1.0.3 -> satisfiable by drupal/weather_forecast[1.0.3].
- drupal/weather_forecast 1.0.3 requires drupal/core ^10.0 -> found drupal/core[10.0.0, ..., 10.3.5] but these were not loaded, likely because it conflicts with another require.

@shubham_kumar thank you for highlighting this issue, i have made necessary changes and released in latest version, also installed new version on drupal 10.3.5 version and found working. Please review.
