Hardcoded headings break compliance with accessibility in some contexts

The tabs template contains H3 tags, which will break accessibility compliance in some contexts (i.e. if the only other heading is an H1). Suggest removing headings from templates.

I'm seeing this in the accordion layout.

Line 16 of accordion.component.yml is setting the default to H3.
