I think it would be great to be able to deactivate/reactivate categories. Here's a concrete example of a use case: This would allow me to have three default categories on all my sites (Strictly necessary, performance and marketing), but to deactivate the “Marketing” category by default. This way, we could simply activate this category for sites that make ads without having to recreate or delete it every time.
Create a patch, test it and maybe, merge it into the 2.0.x-dev branch.
