The project template's quick-start commands should drop you into the installer

Problem/Motivation

Right now, if you spin up a Drupal CMS project and use one of our quick-start commands (either ddev quick-start or composer quick-start, the site is pre-installed and pops up). This is convenient, but it skips over the optional add-ons presented by the installer. It's also incongruous with the trial, which allows you to run through the installer.

For consistency's sake, I propose that we replace ddev quick-start and composer quick-start with ddev launch (built-in) and composer launch, which will simply open up the running Drupal site and let you go through the installer.
