Fix failing tests due to fixture being for D10.3

Okay so we got:

    // 10.3.6-dev (phpunit, phpunit max php, test-only)
    // 11.0-dev (phpunit next major)
    // 10.4.0-dev (phpunit next minor,)

Will remove deliberate fails and compare

Seems like VC was missing but present in the fixture, which caused issues. Adding it as a dev dependency and will drop in v4. If this also breaks stuff I'm just gonna check for the presence of the module instead.

Cool, now to backport this to 2.3.x...
