Cannot annotate on images in 2.x version

I succeeded annotating images in 9.x version. However, this doesn't work in 2.x.

As the screenshot above, when clicking on the "Annotate" button, it modal dialog just closed without any refreshing page or AJAX refreshing, and there are no errors in the Chrome console. On page /admin/content/annotations, there is no newly-created annotations. In recent log messages, no related logs.

It is working for body long-text fields.
