Disable key module dependency

Problem/Motivation

The key module is a dependency and installed when apitools is installed. The main focus of this module was APIs, in which it's highly likely that you will need the key module, however that isn't the only focus.

For the other sites that may just be using this for the update hooks or various plugins, this is an annoying dependency - particularly for multilingual sites.
